In 1990, Richard moved to the Washington, D.C. area and was an associate at the Washington offices of Hunton & Williams, where he practiced before federal and state courts in cases involving commercial and securities litigation, Superfund and white-collar criminal defense.
In 1993, Richard joined the Commonwealth's Attorney's Office, in Stafford County, Virginia, where he worked for seven years as an Assistant Commonwealth's Attorney, prosecuting cases involving violent crimes and fraud.
