In 1993, Richard joined the Commonwealth's Attorney's Office, in Stafford County, Virginia, where he worked for seven years as an Assistant Commonwealth's Attorney, prosecuting cases involving violent crimes and fraud. With superior trial and investigative skills in his corner, Richard now focuses his practice on criminal and civil defense. He received his B.A. from the College of Holy Cross, in 1984, and his J.D., from the College of William and Mary, in 1987. Richard is a member of the Virginia and District of Columbia Bars and is admitted to practice in U.S. District Court for the Eastern District of Virginia and the Federal District Court for the District of Columbia, and before the U.S. Court of Appeals for the Fourth Circuit.
